Check your local emission laws. Where I live, the car would have to pass a visual test as well as a "sniffer" test while the car is run at a certain rpm on a dyno. It also has to pass a gas cap test. That Is how the pre-OBDII cars are checked. The OBDII cars , like your '99, may be more strict.

You're really going to have to NJ DOT or your local emission test site to see how OBDII works in NJ. Here in PA we can't swap a OBDII Miata unless you know someone really well and plan on never sell your car. I use only pre-1996 for hat reason.

Definitely talk to someone in authority about this before jumping in. In quite a few states you're only required to meet the standards of the car the engine came out of. NJ may be that way, in which case you're in the clear.
